      Config.enableEventHandleRefactor property

      Controls whether runtime uses the refactored event-listener and dispatch path. When enabled, element decode, Radon event processing, and touch dispatch use the newer listener registration flow that supports rebinding and interception; when disabled, runtime stays on the legacy event hookup path. If the field is omitted, decoder falls back to the settings source.
